Find the firm on your letter. Every firm works under the same law and charges the same fees, so what you do next depends on the stage your case has reached, not the name.

Once a council holds a liability order for unpaid council tax, it can pass the debt to a private enforcement firm. Every firm follows the same rules, set by the Tribunals, Courts and Enforcement Act 2007 and the Taking Control of Goods Regulations 2013, and every firm charges the same fixed fees. A firm cannot add fees of its own.

This list covers the 43 firms we have pages for, plus every other firm on the official register of accredited enforcement businesses. If a firm has used a different name in the past, or has been bought by a larger group, you can search for the old name too.

What the register tells you

The Enforcement Conduct Board is the independent body that oversees enforcement agents in England and Wales. It keeps a register of the businesses it has accredited. Accredited firms agree to follow its standards, which include recording visits on body-worn video, and anyone can complain to the Board about them for free.

Accreditation is not a legal requirement. A firm that is not on the register can still act lawfully, provided each agent holds a certificate from the county court. But it does mean you cannot take a complaint about that firm to the Board.

We checked every firm against the register on 10 September 2026. Each firm in the list above shows one of three results:

  • Accredited since the month the Board shows for that firm.
  • Covered by its group means the firm is not listed under its own name, but the group that owns it is. Rossendales and Swift Credit Services are covered by Marston Holdings. Phoenix Commercial Collections is covered by CDER Group.
  • Not on the register means we could not find it, under its own name or a parent company. The firm may have stopped trading, changed its name, or may simply not have applied. Its page says what we know.

Two names are easy to mix up. Bristow & Sutor and B&S Bailiff Services are separate, unconnected companies. Check the full name on your letter.

If one of these firms has written to you about council tax, the same rules and fees apply as for any other firm.

Councils with their own enforcement agents

Some councils do not use a private firm at all. They employ their own certificated enforcement agents, who follow exactly the same rules and charge the same fees. If the letter comes from the council's own enforcement team, you are dealing with the council directly, which can make an arrangement easier to agree. These in-house teams are accredited by the Board:

What to do next, whichever firm it is

  1. Do not ignore the letter. Fees are added at each stage, so acting at the compliance stage costs the least.
  2. Check the fees. Our fees guide has a calculator showing what can lawfully be charged.
  3. Know your rights at the door. Read what bailiffs can and cannot do and what they can take.
  4. Get the council involved. Only your council can recall the debt from the firm. An adviser can ask on your behalf.
